Scope of Work – Feasibility, Concept Design & Preliminary BOQ Pickleball + EV Charging Facility (Mission Viejo, CA) Project Overview Location: Mission Viejo, California, USA Site Area: ~3.5 acres (partially hillside) Land Use: Leisure Project Type: Pickleball courts with amenities + EV fast charging Objective To conduct a feasibility study and develop a concept-level site plan, including quantity estimates (BOQ), to support: Design decision-making Budgeting Utility coordination (SCE Rule 29) Future permitting and contractor bidding Phase 1: Feasibility & Concept Planning 1. Site Planning & Layout Options Develop 2 layout options: Option A: ~8 courts (optimized layout) Option B: ~10 courts (maximum capacity) Assess usable flat area considering hillside Optimize placement of: Courts (~20,000 sq ft) Amenities (~10,000 sq ft) Parking (~40,000 sq ft) EV charging zone 2. Grading & Drainage Assessment Preliminary grading strategy (cut/fill concept) Identify slope constraints and feasibility Conceptual stormwater drainage approach Flag major risks for hillside development 3. Access & Circulation Evaluate feasibility of new access road from service road Internal circulation and entry/exit feasibility Parking layout compliance (California norms – conceptual) 4. EV Charging (DCFC) Feasibility Planning for 5 DC Fast Chargers (DCFC) Preliminary review of: Utility connection constraints (SCE Rule 29) Load and transformer space requirements Suggest optimal charger location within site 5. Regulatory & Risk Review Identify early-stage risks related to: City permitting (Mission Viejo) Fire department access Utilities (electric, telecom, water, sewer) Highlight zoning / land use considerations 6. Preliminary BOQ / Quantity Take-Off Consultant shall prepare a concept-level BOQ including approximate quantities for: Site & Civil Works Earthwork (cut, fill, grading) Retaining walls (if required) Internal roads and access Parking area pavement Sports Infrastructure Pickleball courts (base, surfacing) Fencing and lighting Drainage Stormwater drains Swales, catch basins Utilities & EV Infrastructure Utility trenching / conduits Electrical duct banks Transformer / switchgear space EV charger foundations / pads Buildings & Amenities Restrooms Refreshment area Seating / viewing gallery Others Landscaping Miscellaneous site development works BOQ must include: Approximate quantities Basis of assumptions Separate quantities for 8-court vs 10-court layouts Note: BOQ is preliminary for budgeting only, not for construction pricing.
