The Applicant is legally blind and requires assistance with organising, reviewing, indexing, formatting, hyperlinking, and compiling all evidence and documents. --- # Required Deliverables ## 1. Consolidated Electronic Tribunal Book Prepare: - One complete electronic PDF - Searchable/editable OCR format - Hyperlinked index - Consecutive page numbering throughout entire document - First page of index to be page 1 - Bookmarked sections for navigation - Clear section dividers The PDF must: - Open correctly on all devices - Be suitable for video conference hearing use - Allow witnesses and Tribunal Member to easily navigate documents --- ## 2.
