Abstract
Everyone, thanks for your bids, inquiries, suggestions & help from Jitendra S. @jitendras097 (thank you so much sir!). I just want to say this to begin: "Samsung disabled provisioning for Gear S3," yes, but "...only for new 2025 models, OS 14 or beyond." So, I don't hope to reverse that, nor create a miracle that's not feasible within that same time/genre/realm, but rather use an approach with older models / systems.
If Samsung killed support and consequently, normal provisioning for Gear S3 moving forward, then it's done, can't be reversed potentially (through normal means). But, you can't kill something twice. If you killed things moving forward, you may not have killed everything going back then (past). Hence, that means opportunity, like here, if we can work with any older devices/systems that work, still can be restored to work, etc. (if you kill updates, you kill the opportunity to return once more and kill things again).
Simply put, it appears that Samsung may have designed ways to kill support plus payment/cloud provisioning for again, Gear S3 for MST, thru Samsung Pay on said device, indeed. But, I see no evidence as of yet, that this has to be considered permanent for a true troubleshooter.
Differently, what I see is this: Samsung is merely blocking, limiting, and obstructing legacy device and cloud provisioning within said app, of Samsung Pay, but upon said device and older/legacy cell phone only, initially. In other words, it is not actually or truly disabled on older devices, and the loop that is created to obstruct or block, is potentially in-need of merely a bypass, a real workaround to such, even if upon a different device, computer, or sideload scenario, belieavably.
Opportunity here lies, but not in creating, but in restoring. No, I don't think we can afford anything at present to "recreate the wheel," nor do something that appears unrealistic. But, I will say that we do need some out-of-the-box - thinking still and person, a real troubleshooter with proven experience with Tizen OS, and success in solving specific Gear S3 verification problems with card / cloud provisioning.
If any of this above is you, please advise and follow up to your existing bid (or present a new one). Diagnosis is fine and needs to happen, but if you have no real experience in solving this type of error before now, and with specifically - this Gear S3 with Samsung Pay for MST (not NFC), then diagnosis alone, with hope, is great, but not really enough. I believe we need someone that knows they can solve said problem and have done it before, probably more than once, have seen it and know about it before now.
Lastly, here is my end opinion: the only thing permanent in life is either "death, or taxes," believably.

(Sorry in advance, but I can't afford over that currently, as I need a LG Watch Sport troubleshot next)
2. Project Intent = work with any pre-2025 cell(s), Gear S3, OS, APKs, etc. (even if have to buy another)
3. Statis/Status = disabled provisioning (believably)
4. Specific problems/issues/errors = card provisioning, cloud provisioning with Samsung Pay app on phone, as paired to Gear S3. Card loop appears, verification not able to be completed, appearing like Samsung and or APIs are blocking said action to connect and approve/authenticate said action, phone, Gear S3, and or MST.
5. Error Message (i.e, in trying to "Validating your card information") = "Couldn't register card. Something went wrong. Try again later."
6. Theory / Needs = Creativity / Prior Gear S3 Troubleshoot Experience / Commitment
Whether as engineer, developer, ethical hacker even, or more, a person that never gives up, refuses to take 'no' for an answer, but can also think outside of the box to troubleshoot in unconventional ways also, locate appropriate or even inappropriate workarounds, and, if all else fails, just design something new, may be needed here, potentially.

Thank you in advance, as I hope all this information better helps now (I am not a computer guy, sadly, so even trying to describe any of these problems, researching and studying such before now, or assisting with the future troubleshooting, are all a huge challenge for me, up till now, and in the future, my apologies hence in advance, plus me being on a tiny budget, sorry, but people, like myself, don't deserve to have our precious devices just abruptly cut, after paying for them, especially as newer devices actually SUCK, by even the same company, to note).
